Despite our extensive coverage on validation, let's re-examine the term. ASQA states that validation is a quality check of the assessment process.
Essentially, validation is about identifying which parts of an RTO's assessment process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting.
The SRTOs 2015 Clause 1.8 specifies that RTOs need to ensure compliance of their assessment systems, including RPL, with training package requirements, following the Principles of Assessment and Rules of Evidence.

Post-assessment validation, by contrast, focuses on implementation, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.
Here, we will concentrate on assessment tool validation.
How Assessment Tool Validation is Conducted
Having outlined the two types of validation, it’s time to dive into assessment tool validation.
Optimal Timing for Assessment Tool Validation
Assessment tool validation ensures that all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.
Therefore, whenever you acquire new learning resources, you must conduct assessment tool validation before allowing students to use them.
There's no requirement to wait for your next 5-year cycle validation schedule. Validate new resources promptly to ensure they’re ready for students.
However, this isn't the only time to perform this type of validation. Conduct assessment tool validation also when you:
- when resources are updated
- add new training products on scope
- you review your course against training product updates
- identify your learning resources as a risk during your risk assessment
The Australian Skills Quality Authority's risk-based regulatory approach means RTOs should conduct regular risk assessments. Complaints from students about learning resources are a prime opportunity for assessment tool validation.

Instructional Resources
Since you are conducting assessment tool validation, you will need the entire suite of your learning resources:
Mapping tool – the first document to check. It indicates which assessment items align with unit requirements, making validation faster.
Learner/student workbook – check its suitability for use as an assessment tool. Verify clear instructions and sufficient answer fields. This is often a gap.
Assessor guide/marking guide – check that there are sufficient instructions for assessors and clear benchmarks for each assessment item. Clear benchmarks are vital for reliable assessment outcomes.
Other related resources – these could be checklists, registers, and templates created separately from the workbook and marking guide. Validate them to confirm they fit the assessment task and meet unit requirements.
Validation Team
Clause 1.11 specifies the requirements for validation panel members. It states validation can be performed by one or more people. However, RTOs usually require all trainers and assessors to participate, sometimes including industry experts.
Your validation panel must, as a group, possess:
Vocational competencies and current industry skills relevant to the unit being validated
Recent expertise and skills in vocational teaching and learning
Either one of the following training and assessment credentials:
TAE40116 Certificate IV in Training and Assessment or the equivalent successor

Assessment Core Principles
Fairness – Is equal opportunity and access provided to everyone in the assessment process?
Flexibility – Are different options provided in the assessment to demonstrate competence based on individual needs and preferences?
Validity – Does the assessment assess what it is intended to assess? Is it a valid tool for measuring the required skill or knowledge?
Reliability – Will the assessment achieve consistent results every time, no matter who conducts the training? Will different assessors consistently decide on skill competence?
Evidence Key Rules
Validity – Is the evidence verifying that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?

Act on Your Words
Pay close attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:
Perform each of the following at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication in accordance with service and regulatory requirements:
change nappies
prepare bottle, bottle feed babies and clean equipment
prepare solids and feed babies
appropriately respond to infant signs and cues
prepare infants for sleep and soothe them
monitor and support physical exploration and gross motor skills appropriate for the age
Having students explain the process of nappy changing for babies under 12 months old doesn’t fulfill the unit requirement. Unless it’s intended to assess underpinning knowledge (i.e., knowledge evidence), students should be carrying out the tasks.
Be Mindful of Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Full Compliance or Not Competent
Mind the lists. In the previous example, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item needs clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s important that your instructions are not confusing for students or assessors. For instance:

The answer may include:
Required materials
Associated expenses
Time allocated for activities
Designated duties and responsibilities
When an assessment item requires multiple answers, specify how many answers a student must provide. This way, your assessment remains reliable, and the evidence collected is valid.
This applies equally to assessment items with double-barrelled questions website or questions that require more than one answer at the same time. These can confuse students and assessors, as illustrated in the example below:
Name a hazard and/or environmental issue in the workplace and choose the most effective hazard control hierarchy.
Answers may include, but are not necessarily limited to:
